Inclusion of Refugees in National Education Systems

This policy paper explores the inclusion of refugees in national education systems, focusing on cases of Kenya, Uganda, and Lebanon. We focus on ways that policies can promote structural integration – access to institutions and services – and offer suggestions for the kinds of curricula and pedagogy needed to also promote relational integration – access to inclusive identities and connectedness.

‘Relational integration’ does not automatically follow from ‘structural integration’ policies but requires concerted, systematic effort focused on educational  experiences and processes of developing a sense of belonging and social cohesion.
